Executive Staff

Jeffrey Q. Taylor, CEO, Oakhurst Medical Center

Jeffrey Q. Taylor, Chief Executive Officer Mr. Taylor became Chief Executive Officer of Oakhurst Medical Centers in November, 2005 after serving as Interim CEO for 6 months. He joined Oakhurst from Southside Medical Center where he served as Chief Financial Officer for over five years. Mr. Taylor brings over 18 years of combined experience in finance and operations in the healthcare, public accounting and manufacturing industries. He received his Bachelors of Business Administration in Accounting from Georgia State University and became a licensed Certified Public Accountant in 1989 after sitting for the CPA exam and serving at Deloitte & Touche for 3 years.













Dr. Raulina Uzzler

Raulina Uzzle, Medical Director Dr. Uzzle became Medical Director of Oakhurst Medical Centers in December 2001. She joined Oakhurst in September 2000. She completed her undergraduate studies at Furman University and obtained her Doctor of Medicine degree at the University of South Florida College of Medicine. She began her residency training at Baptist Medical Center and the University of Alabama at Birmingham Medical Center in Birmingham, Alabama in Anesthesiology. She completed her residency training in Family Medicine at Atlanta Medical Center in Atlanta, Georgia. She is a member of the National Medical Association, American Academy of Family Physicians and the American College of Physician Executives, and she is a Board Certified Family Medicine Physician.





Julius Talley, CFO

Julius Talley, Chief Financial Officer
Mr. Talley, CPA, joined OMC in February 2006 with over 10 years of FQHC experience in accounting and financial management, both as a consultant and as a chief financial officer. Prior to OMC, Mr. Talley served as Consulting CFO, Community Health Centers of Pinellas in St. Petersburg, Florida; Oakland Primary Health Services, Inc. in Pontiac, Michigan; and at Family Health Center, Inc., in Kalamazoo, Michigan. Mr. Talley has also served as Vice President of Finance and Administration at Summit Pointe in Battle Creek, Michigan, and as an Accounting & Information Technology Manager at De Lano Clinic, Inc. in Kalamazoo, Michigan. Mr. Talley holds an Executive MBA from the University of Notre Dame and a BS in Accounting from Wayne State University.





Tim_McNeill

Tim McNeill, Director of Nursing
Mr.McNeill is the current Director of Nursing and Patient Care Services at Oakhurst Medical Centers, Inc. Mr. McNeill attended Howard University on a U.S. Navy scholarship to study nursing. He went on to graduate Magna Cum Laude and received multiple honors including the achievement as the first Howard University Nursing student to be selected to participate in the distinguished NASA research internship program. After receiving his degree, Mr. McNeill was commissioned as a US Naval Officer. During his first year in the Navy, Mr. McNeill authored, designed, and developed a nursing clinical research study for Tri-Service funding. Mr. McNeill went on to earn his Master’s Degree in Public Health at Eastern Virginia Medical School, where he focused on the application of clinical research and quality measures to improve health outcomes among underserved populations. Prior to joing Oakhurst Medical Centers, Mr. McNeill went on to serve in various senior management roles, overseeing clinical research studies in phase I – Phase IV research in the areas of pediatric cancer, adult cancer, cancer prevention, and bone marrow transplant.
